Personio, the Munich unicorn that made Madrid its European springboard

There are expansion decisions that reveal a vision. When Personio, a young Munich-based startup specialising in HR software, opened its Madrid office in the summer of 2019, the company was barely four years old with just a few hundred clients in its portfolio. Yet the decision was strategic, carefully considered and it would prove decisive in the trajectory of one of Europe’s most remarkable tech unicorns.

An HR solution designed for the European Mittelstand

Before understanding why Personio chose Madrid, one must understand what Personio does. The company develops and markets an all-in-one HR platform for European SMEs and mid-sized companies with 10 to 2,000 employees. Recruitment, onboarding, personnel administration, leave management, working hours, payroll preparation, reporting: Personio consolidates all HR processes into a single tool, designed for HR teams that have neither the resources nor the time to juggle dozens of disparate systems.

The product resonates directly with German entrepreneurial culture. In an economic landscape dominated by family-owned businesses, the famous Mittelstand, Personio’s promise is simple and powerful: free HR teams from repetitive tasks so they can refocus on what truly matters, namely people and strategy. Founded in Munich in 2015 by Hanno Renner, the company raised 40 million dollars before even opening its Spanish office — a testament to the strength of a model that investors recognised early on.

The choice of Madrid: international culture, talent pool, European gateway

In 2019, at the time of its international expansion, Personio could have chosen London, Amsterdam or Paris. It chose Madrid. The reasons officially cited are telling: the city’s international culture, its high quality of life, and the richness of its multilingual talent pool. But there is more. By simultaneously acquiring Rollbox, a Spanish startup specialising in payslip management, Personio pulled off a double move: it secured sharp local expertise in Spanish employment law and immediately established its credibility with Iberian companies. It was an intelligent market entry, far beyond simply opening a sales office.

The Madrid office was set up in a deliberately premium location: Avenida General Perón 38, Edificio Masters, on the 16th and 17th floors, with a panoramic rooftop terrace overlooking Madrid. A working environment designed to attract the best talent in a city where the battle for tech professionals is fierce. From day one, the team counted 19 people. The momentum was set.

A rapid and well-documented growth in Madrid

Within two years, the Madrid office’s trajectory illustrated what a well-thought-out expansion can achieve. In February 2021, Personio officially announced the expansion of its Madrid premises with a clear objective: create 150 additional jobs in the Spanish capital. The company commissioned architecture firm INpuls to design new workspaces in line with its corporate culture: open, modular offices built to foster collaboration within a team now comprising more than 130 people from 28 different nationalities.

That figure says a great deal about what Madrid represents for tech startups: a city capable of recruiting at a European scale, bringing together German, Spanish, British and Latin American profiles within a single team, with a fluidity that few other cities can claim. For a company like Personio, whose very product is human resources management, operating from Madrid is almost a proof of concept.

In 2025-2026, the Madrid office continues to post active job openings in hybrid mode, including commercial profiles (Sales Development Representatives) and technical roles (Senior Backend Engineers), a concrete sign of a presence that keeps growing, with no signs of slowing down.
