The Madrid region presents to investors and developers from all over the world 97 million square meters of land to accelerate housing construction in the region. A delegation from the Ministry of Environment, Agriculture, and Interior is participating in the MIPIM 2025 International Real Estate Professionals Market. MIPIM is the most important real estate fair in Europe, and it is being held in Cannes (France) until Friday, where the regional government has an institutional stand shared with the Madrid City Council.
There, the forecast to build 280,000 new homes over the next 15 years was highlighted, half of which will be available in the next decade. These will be located in the 44 urban developments currently in the region. The capital will have the largest business center on the continent in Madrid Nuevo Norte, with more than one million square meters of office space. Valdecarros, on the other hand, will be the largest European development, with more than 50,000 homes that will meet the sustainability criteria established by the EU. In various meetings with sector professionals, the Deputy Minister of Environment, Agriculture, and Land Planning, Rafael García, emphasized the legal security and the simplification of procedures in the Madrid administration, as well as the legislative changes brought about by the recently approved Law of Measures for Balanced Development in Environmental and Land Planning Matters.
In addition, he explained how, thanks to the modification of several regulatory texts, including the Land Law of the Community of Madrid, bureaucratic and administrative procedures in environmental, territorial, and urban matters have been simplified, allowing for a more agile advance in economic and urban development projects.
603 PUBLICLY OWNED PLOTS ON THE LAND PORTAL 4.0
The Ministry of Environment, Agriculture, and Interior showcased the possibilities offered by the digital tool of the Land Portal 4.0 at MIPIM 2025. Among other things, it presents publicly owned spaces available for purchase, concession, or surface rights, helping to energize the real estate market and attract investment.
More than 100 municipalities in Madrid have joined this platform, which currently offers 603 plots from 47 towns, totaling 1.69 million square meters for residential, industrial, or commercial use, of which approximately 1.58 million are buildable. It is updated daily since its launch in 2014, a period in which it has enabled the sale of land worth more than 767 million euros. Investors have access to a free viewer that provides greater legal security and information on open calls, as well as the location and characteristics of the spaces, 95% of which are intended for sale. Since its launch, it has received more than 327,000 visits.
