Among the measures outlined by the head of the regional government during the State of the Region Debate is the progressive harmonisation of municipal regulations and procedures, with the aim of providing production companies with greater legal certainty, regulatory clarity and administrative efficiency, in response to the sector’s demands. In this regard, work is already underway with the Madrid Location Managers Association (ALOMAD).
Through this measure, the regional government will promote a consistent filming environment, with a one-stop-shop model ensuring that audiovisual companies have the same conditions regardless of the municipality in which they operate.
This initiative will encourage the arrival of national and international productions and responds to the interest shown by municipalities in developing strategies in this area, with Film Madrid Region having worked alongside them on these efforts for several months.
To implement this initiative, the regional government will promote the signing of a memorandum of understanding with the participating local councils, establishing a framework for cooperation to facilitate their incorporation into the network, coordinate actions and promote the application of common criteria for the management of filming activities.
This initiative is part of the objectives of the Madrid Region Audiovisual Strategic Plan, which identifies the sector as an economic driver and includes measures to strengthen institutional cooperation and encourage the arrival of film productions. In 2025, audiovisual activity contributed more than €7.5 billion to Madrid’s gross domestic product and represents an important driver of cultural, economic and tourism development, while also generating employment, enhancing the region’s international profile and boosting local economic activity.
More than 2,100 productions filmed in 2025
The number of productions filmed across the region increased by 10% last year, exceeding 2,100. Madrid also served as a filming location for international productions such as Day Drinker, starring Johnny Depp and Penélope Cruz, which was filmed in Boadilla del Monte, San Lorenzo de El Escorial and Villamanta.
According to the annual report of the regional Audiovisual Office, Film Madrid Region, the total number of productions included 112 feature films, 286 short films, 198 fiction series, 612 advertising productions and 241 music videos. The capital accounted for the majority of them, while there was also a significant increase in filming activity in municipalities such as Alcobendas, Pozuelo de Alarcón and Villaviciosa de Odón.
